Restoration of 3scale configmaps fails silently

Issue

• When following the backup/restore guide the restore procedure for the configmaps does not actually create the resources, no error is logged or it shows the following warning:
  "Warning: resource configmaps/system-environment is missing the kubectl.kubernetes.io/last-applied-configuration
  annotation which is required by oc apply. oc apply should only be used on resources created declaratively by either oc
  create --save-config or oc apply. The missing annotation will be patched automatically."
• What is the cause of this?
