osp 17.1 deploy causes duplicate ssh keys for tripleo-admin

Issue

• Every time a deployment of osp 17.1 is ran, the tripleo-admin key is added to the /home/tripleo-admin/.ssh/authorized_keys file. If the deploy runs 10 times that same key appears in the authorized_keys file 10 time. This happens on both computes and controllers.
