Ceph: MDS stuck in stopping state during Ceph (RHCS) upgrade

[root@edon02 ~]# ceph config set mds mds_bal_interval 0
[root@edon02 ~]# ceph config dump | grep mds

Based on a sample size of 1, the assertion is that "mds_bal_interval" = 0 is somehow the cause. This KCS exists to gather more data should the issue occur so that Red Hat can attain a accurate understanding of the issue.
