Understanding readiness indicators for SDN and Multus relating to 80-openshift-network.conf files on OpenShift 4.x

Issue

• Pods cannot get deployed on a certain node(s) and similar errors can be observed in the project events:

• Creating the missing file does not seem to resolve the condition, nor does copying over from a valid running neighboring host node.
