Issue

• OpenStack Octavia load balancer is not configured with the same OpenShift service External IP

• The OpenShift service is being assigned an IP address that differs from the configured one

• Kuryr assigned a different IP on the Octavia Load balancer rather than the configured one on the OpenShift service
