If MCP is degraded or in updating status, the sriov configuration cannot be changed

SRIOV configuration cannot be edited or deleted. The process would be stuck InProgress status.

$ oc -n openshift-sriov-network-operator get SriovNetworkNodeState worker03.xx.xxxx.local worker04.xx.xxxx.local -oyaml | grep syncStatus
    syncStatus: InProgress
    syncStatus: InProgress
