PODs failed to configure pod interface: timed out waiting for OVS port binding in Openshift 4

Issue

• PODs creation/restart does not work due to the inability to add the Container Network Interface:
  error adding container to network "ovn-kubernetes": CNI request failed with status 400
failed to configure pod interface: timed out waiting for OVS port binding (ovn-installed) for 0a:58:xX:Xx:xX:Xx [192.168.X.XX/25]
• High number of restarts for ovn-kube node PODs.
• ovn-controllers take a very large amount of memory.
• Worker Nodes go into OOM and become NotReady.
