OVN-Kubernetes logical_router_port from deleted node is not cleaned-up breaks pod connectivity

Issue

After a node scale down and/or removal from the cluster, its references for logical switches and routers in OVN are not removed which causes connectivity issues in the cluster.
May also cause new nodes to be fully ready when added to the cluster due to conflicting stale data in OVN NBDB.
