AMQ 7: composite diverts do not work

Issue

The Artemis documentation states that a single divert rule may have multiple targets. That is, a message that matches the divert rule may be copied to a number of different addresses. Target addresses are separated by commas.

However, this feature does not work -- the message is only sent to the first target.
