AMQ 7: forwarding incoming messages to different addresses, based on their headers

Issue

It is sometimes helpful for a messaging client to send messages to a particular address, and have the broker filter these messages and dispatch them to different consumers. The AMQ 7 (Artemis) documentation is not as clear on this topic as the AMQ 6 (ActiveMQ) documentation was.
