How to install an operator version not present in the index of the current RHOCP 4 minor release

Issue

The OpenShift cluster was upgraded but is not possible to upgrade one of the operators because the next version is no more visible.
Is not possible to upgrade ODF because in the current version of OpenShift the ODF release is no more visible.
The catalog operator pod is reporting errors like:

no operators found in channel
```
