ODF console displaying "No module named 'encodings'"

Issue

In ODF 4.X, the OCP web console the overview page of the ocs-storagecluster-storagesystem displays a Storage Cluster error reporting a fatal python error:

Fatal Python error: Py_Initialize: Unable to get the locale encoding\nModuleNotFoundError: No module named 'encodings'\n\nCurrent thread 0x00007f1df813cb80 (most recent call first):: signal: aborted (core dumped)"
