Collector in CrashLoopBackOff with no inputs errors messages in RHOCP 4

Vector pods show the below log:
ERROR vector::cli: Configuration error. error=Transform "$pipeline_json" has no inputs - Vector pods are in CrashLoopBackOff after defining the ClusterLogForwarder (CLF) instance.
