RBAC Manager Reconciliation in Red Hat OpenShift Container Platform

Issue

Does RBAC manager reconciliation run continuously? Is this the expected behaviour?
An issue occurred where the pod failed to come up with the specified SCC. Is this possibly related to the RBAC manager deleting/creating service accounts or the role bindings?
