Error "Could not find csr for nodes: worker01" when running the scaleup playbook.

Issue

• When trying to add new nodes to a Openshift 3.11 cluster, the scaleup playbook fails with the error "Could not find csr for nodes:"
• If the playbook is retried the same error occurs.
• No new certificatesigningrequests are seen in Openshift when executing oc get csr as the new nodes are not able to perform the TLS bootstrapping process.
