Unable to send logs to Splunk in RHOCP 4

Issue

• Logs are not forwarded to external Splunk instance.
• Vector is unable to send logs to Splunk.

• Collector pods in returns timed out errors:

  2023-07-14T15:35:25.697041Z  WARN sink{component_kind="sink" component_id=splunk_receiver component_type=splunk_hec component_name=splunk_receiver}: vector::sinks::util::retries: Request timed out. If this happens often while the events are actually reaching their destination, try decreasing `batch.max_bytes` and/or using `compression` if applicable. Alternatively `request.timeout_secs` can be increased.
