Worker Node upgrade stuck at `rpm-ostree cleanup -r` due to system transaction being in progress

Issue

• The cluster upgrade is stuck as some of the worker nodes.
• The node is in scheduling disabled state and the worker mcp has some degraded machine count.
• The node has failed to remove rollback i.e. rpm-ostree cleanup -r.
• The rollback has failed with an error System transaction in progress.
• The rpm-ostreed service logs suggest a process is still running and is defunct.
