nova_libvirt container dies and refuses to restart

Issue

• nova_libvirt dies but does not take down the running libvirtd. On restart it complains that the pid-file is present.
• Intermittent crashing of dumb-init on compute nodes and then systemd not cleaning up properly before it restarts the service.
