Failure creating minimum HPA replicas via Argo CD in RHOCP 4

Issue

  • There are problems with the synchronization of the Argo CD application deployment.
  • The Horizontal Pod Autoscaler (HPA) is in place to maintain the desired number of replicas.
  • The application is exhibiting malfunctioning behavior, and the Argo CD console displays an "Out Of Sync" error:
    • The HPA is configured to maintain a minimum replica count of 2.
    • However, when the workload synchronizes and triggers self-healing and auto-sync features, the replica count is reset to 1.
    • The HPA is not showing any errors.
    • This instability in the application leads to an infinite cycle of terminating and creating pods.
