Upgrade to Red Hat Satellite 6.11 failed with error "ERF12-2530 [ProxyAPI::ProxyException]: Unable to detect features ([RestClient::Exceptions::ReadTimeout]"

Issue

• Either, Upgrading to Red Hat Satellite 6.11 fails with the following error:
