Creating VM from template fails to start with "ErrClaimNotValid"

Issue

• Golden images are not getting auto downloaded and the DVs in the openshift-virtualization-os-images have the below status:

• VMs created from the default template is failing to start with "ErrClaimNotValid".
• "source available" is missing for all the default templates in OpenShift Virtualization.
