No valid host found for resize due to AggregateInstanceExtraSpecsFilter returned 0 hosts

Issue

• When resizing an instance, the error "No valid host was found. No valid host found for resize (HTTP 400)" occurs.
• There is sufficient available resources on the Compute node for resizing the instance.
• The following messages are occurring in nova-scheduler.

Filter AggregateInstanceExtraSpecsFilter returned 0 hosts
fails instance_type extra_specs requirements. Extra_spec test is not in aggregate
