overcloud deploy fails with "could not retrieve file contents"

Issue

• When executing the openstack overcloud deploy command, it fails with the following error stating that deployed_internal_api.yaml cannot be found.

ERROR tripleoclient.v1.overcloud_deploy.DeployOvercloud [-] Exception occured while running the command: heatclient.exc.CommandError: Could not fetch contents for file:///home/stack/test-templates/network/ports/deployed_internal_api.yaml

• deployed_internal_api.yaml is defined in overcloud-baremetal-deployed.yaml.
• The overcloud-baremetal-deployed.yaml is exactly what was generated when the openstack overcloud node provision was run.
