Is the configuration under /etc/sssd/conf.d directory will overwrite/add to what is already in /etc/sssd/sssd.conf?

If sssd.conf has simple_allow_users = user1, and a drop-in file under /etc/sssd/conf.d has simple_allow_users = users2 :
- Will user1 and user2 allowed to login ?
- or only user2 allowed ?
