After restarting the Ceph storage node or OSD Service the status of the Nova instance will become abnormal and unable to access it

Issue

• After restarting the Ceph storage node or OSD service, the status of the Nova instance becomes inconsistent with the status of the VM on the hypervisor, and unable to operate the instance.
• Despite the tripleo_nova_compute service being running, the nova-compute service will be in a down state.
• Restarting the tripleo_nova_compute service does not restore the nova-compute service, which remains in a down state.
