During upgrade to Satellite 6.11, "pulpcore-manager migrate" command fails when locale is incorrect

Issue

When running satellite-maintain or satellite-installer on the Satellite 6.10 or capsule 6.10 servers, those commands fail with these messages in file "/var/log/foreman-installer/satellite.log":

2022-09-16 12:57:54 [ERROR ] [configure] 'pulpcore-manager migrate --noinput' returned  instead of one of [0]
2022-09-16 12:57:54 [ERROR ] [configure] /Stage[main]/Pulpcore::Database/Pulpcore::Admin[migrate --noinput]/Exec[pulpcore-manager migrate --noinput]/returns: change from 'notrun' to ['0'] failed: 'pulpcore-manager migrate --noinput' returned  instead of one of [0]

Satellite or capsule 6.10, typically while upgrading to version 6.11
