Unable to Use SELinux in Enforcing Mode in NFS Diskless System

Issue

After creating a diskless system using NFS exports via article Chapter 20. Setting up a remote diskless system Red Hat Enterprise Linux 8 | Red Hat Customer Portal and setting SELinux to enforcing, you are unable to login to the system via console or SSH.

When booting, if you add enforcing=0 to the Kernel boot options to boot setting SELinux to permissive mode login works as expected.
