[RHOCP 4] Virtual service host is not getting updated in config-dump of istio-ingressgateway.

Issue

• The virtual service host rule is not getting added in the istio-ingressgateway config dump.
• The dynamic_route_configs is not getting updated when adding the new virtual service or modifying the existing one on the config_dump in istio-ingressgateway pod.
• The route created by the gateway is not accessible.
