rpcbind can't be started after disabling ipv6
Issue
- NFSv3 mounts don't work on clients when ipv6 is disabled.
- rpc.statd can't be started and show log as "Failed to register (statd, 1, tcp): svc_reg() err: RPC: Remote system error - No route to host".
Environment
- Red Hat Enterprise Linux 7.7 and earlier
- rpcbind-0.2.0-48.el7.x86_64
