Content not available to clients after being imported into Satellite

Issue

• After running an incremental content import (or a complete one, but of a previously imported content), the new added content is not visible to clients via yum/dnf.
• When looking at the the webUI, you can see the newly imported packages. However, clients don't see it available on the repositories.
