Manually trigger rebuild for IDM/IPA compat tree

Issue

Red Hat IDM with compat plugin enabled will generate a RFC2307-compatible virtual tree in cn=compat,dc=$SUFFIX. Trusted users will be added upon request to the tree.

Sometimes, it may be beneficial to trigger a manual update for this tree. It can be achieved by simply restarting dirsrv, but this approach requires downtime. With slapi-nis package 0.60+, there was introduced an option to trigger the rebuild with no downtime for IDM itself.
