The active node remained outside the cluster when the passive node started first in AMQ 7 cluster

Issue

We are hosting an AMQ 7 cluster of three active-passive (live-backup) pairs. When we start the passive node ahead of the active node, the live node will remain out of the cluster. Is this a bug?
