By default, a Bucket Lifecycle (LC) Policy is fenced in between 00:00 and 06:00
Evidence:
[root@mgmt-0 ~]# ceph-conf -D | grep "rgw_lifecycle_work_time"
rgw_lifecycle_work_time = 00:00-06:00
