Upgrade to 4.0.0 fails during network flow migration

Why does upgrading to 4.0.0 show an error message similar to
log.go:18: Info: Found X total network flows to consider for migration.
log.go:18: Info: unable to move data for cluster "<cluster name>", timeout: context deadline exceeded
