PODs in the openshift-cluster-storage-operator namespace cannot deploy new version of pod with CreateContainerConfigError in Openshift 4

Issue

• During upgrade from 4.11 to 4.12 deployment like csi-snapshot-controller-operator or cluster-storage-operator cannot rollout new version of pod.
• csi-snapshot-controller-operator is erroring for container has runAsNonRoot and image will run as root

• The clusterversion of the cluster shows the messages:

  Unable to apply 4.12.z: the workload openshift-cluster-storage-operator/csi-snapshot-controller-operator cannot roll out
  

  deployment openshift-cluster-storage-operator/csi-snapshot-controller-operator
      is Progressing=False: ProgressDeadlineExceeded: ReplicaSet "csi-snapshot-controller-operator-66fb98c488"
      has timed out progressing.
