Non-Admin users with the Register hosts role fails to register client system to Satellite server during registration with the curl command.

Issue

• Trying to register host using curl command using a Non admin user with Register hosts role fails with error:

  Couldn't find activation key 'Activation-Key'
  This system is not yet registered. Try 'subscription-manager register --help' for more information.
  ERROR: not_found
  Host was not found by the subscription UUID: 'xxxx-xxxxx-xxxxxxx-xxxxxxx', this can happen if the host is 
  registered already, but not to this instance
