Configure OpenShift Monitoring to send HA Prometheus metrics to an external Prometheus and deduplicate with Thanos

Issue

• OpenShift monitoring setup has two Prometheus instances for high availability (HA), both will scrape the same targets to ensure that data is not lost if one instance goes down. When both instances are configured to write to the same remote server, the server receives metrics from both, leading to duplicate metrics.
