OpenShift GitOps stuck in refresh when managing many namespace via single ArgoCD instance on OpenShift Container Platform 4

Issue

• A namespace specific ArgoCD instances get stuck in the refreshing state approx. every 12 to 72 hour until the ArgoCD controller is restarted.
• When managing a large number of namespaces ArgoCD becomes unusable.
• When labeling more than 100 namespace with managed-by=foo so that those namespaces would be synced by foo, ArgoCD fails to do tasks such as sync or refresh.
