Prometheus Rules are not working with the Red Hat Single Sign-On (RH SSO) Operator

Issue

The RH SSO Operator deploys some Prometheus Rules but only two of them (KeycloakDatabaseNotAvailable and KeycloakInstanceNotAvailable) are working, all the other rules don't, since the metrics they use show no data points.
