Issue

• Block and file storage cluster health check shows the following warning:

  1 pools have too few placement groups
  

• ceph status is showing health in HEALTH_WARN state:

  HEALTH_WARN 1 pools have too few placement groups
  [WRN] POOL_TOO_FEW_PGS: 1 pools have too few placement groups
  Pool ocs-storagecluster-cephfilesystem-data0 has 32 placement groups, should have 128
  running ceph health detail command returns
