Is it possible to update the Capsule clients if the Satellite server is unavailable?

Issue

Environment consists of a Satellite server,Capsule and clients that are registered to the Capsule server. Satellite is unavailable due to some reason but would like to update the Capsule clients.
Is it possible to run Capsule server as stand alone content hosting server?
