Precedence rules for MachineConfigPool node selection in Red Hat OpenShift Container Platform 4

Issue

When multiple MachineConfigPools match the same node, how does the MachineConfig Operator choose a single pool? What are the precedence rules? How are MachineConfigPools prioritized?
