Openshift authentication: after enabling ROCP at openid provider level, the setting is not refreshed at openshift side.
Issue
- Enabling or disabling ROCP flow at openid provider level is not refreshed at identity provider in openshift side.

When granting ROCP flow in Identity provider, the change is not reflected in OpenShift until
authentication-operatorinopenshift-authentication-operatoris restarted. -
After cluster upgrade, ROCP flow at openid provider level might not be recognized by
openshift-authentication-operatorwhich also needs a restart ofopenshift-authentication-operator
