Cannot create a new RHDS instance when using custom directories

Issue

The RHDS allows to setup instances using .inf setup file where configuration parameters can be specified explicitly instead of using an interactive setup. This is useful when setting up multiple instances or automating instance setup tasks.

One of the advanced configuration parameters that can be specified is config_dir which is supposed to allow setting the instance main configuration directory. However setting the config_dir parameter to anything other than the default standard location results in the following error during the instance setup

ERROR: Error: Instance failed to install, does not exist when expected
