Is there any option to allow ^ special character from Tomcat conf files

Issue

Is there any option to allow ^ special character from Tomcat conf files ?
We did research and found we can use relaxedQueryChars in the tomcat instance server.xml but it didn't work.

Error in Catalina.out File
