Dev Spaces IDE fails to start with "Error provisioning workspace Kubernetes components"

Issue

• When specifying a DevFile for a Dev Space and specifying a kubernetes component, starting the IDE fails with the following error message:

  'Error provisioning workspace Kubernetes components: kubernetes/openshift components that define a URI are unsupported (component user-runtime)'
  

• The IDE fails to start and shows the following error message:

  The workspace has not received an IDE URL in the last 20 seconds. Try to re-open the workspace.
