After upgrading OpenShift from version 4.7 to 4.8, the RHEL 7.9 worker nodes hang when rebooting

Issue

  • The upgrade of the control plane, and the CoreOS worker nodes was successful.
  • When the RHEL 7.9 worker nodes are upgraded, they no longer reboot, hanging when shutting down with the error:

    A stop job is running for libcontainer container c...c0919 (11min 58s / no limit)
    

Environment

  • Red Hat OpenShift Container Platform (RHOCP)
    • Upgrade from version 4.7.59 to 4.8.55
    • Hybrid cluster with CoreOS workers nodes, and RHEL 7.9 workers nodes with vGPU Nvidia Grid cards
