Connections to `NodePort` and `LoadBalancer` services with `externalTrafficPolicy: Local` fail and timeout on OVNKubernetes
Issue
Connections to NodePort and LoadBalancer type services with externalTrafficPolicy set to Local fail every time with something like:
"Failed to connect to <some-address.example.com> port
