Setting crypto policy to LEGACY does not change behaviour of golang crypto
Issue
- Setting system wide crypto policy to LEGACY does not allow go applications to access TLS URLs signed with SHA1 keys.
- Setting system wide crypto policy to LEGACY does not allow podman to access URLs that use SHA1 keys.
