Limit the scope of DestinationRule configuration to specific set of pods or VMs

Issue

When using egress gateways, there are multiple destination hosts that are reached via egress gateway, so some DestinationRule are created for the same host where is the egress gateway kubernetes service. This generates conflicts in the Envoy configuration because the DestinationRule are not merging as VirtualServices do.
